Qualifications for Participation
A company that holds an architect's license under Article 7 of the
｢Architect Act｣; has completed the establishment and registration for an
architects' office under Article 23 of the same Act
A person who has obtained foreign architect qualifications pursuant to
Article 21 - 2 of the ｢Enforcement Decree of the Architect Act｣ , and has
entered into a joint business agreement with the founder of a domestic
architect's office.
Any individual or entity subject to disqualification, such as registration
cancellation, suspension or closure of business, business interruption, or
designation as an unqualified company in accordance with the relevant laws
and regulations, is ineligible to participate.
The responsibilities and rights arising from participation shall be governed
by relevant regulations, including the ｢Act on Contracts to Which Local
Governments Are Parties｣ , the ｢Construction Technology Promotion Act｣ ,
and the ｢Local Government Contract Regulations｣ .
Anyone who has participated, directly or indirectly, in this project - including
those involved in the master plan, consultation, planning, serving as a judge,
or as a member of the steering committee - is ineligible to apply.
In case of joint application, all participating companies must satisfy the
qualification requirements under either the first or the second clause. In
such cases, one applicant holding a majority stake shall be designated as
the representative.
However, when a foreign architectural firm participates through a joint agreement with a
domestic architect‘s office, the domestic architect shall be designated as the representative
regardless of the proportion of work performed. All legal rights and obligations shall be vested
in the representative.
In case of joint application, the designated representative shall have the
authority to submit and receive documents related to this application, and
to acquire or waive rights, etc. on behalf of the joint applicants.

In principle, the selection shall be made by the steering committee based on the appropriateness of the joint applicants’ composition and implementation system, as well as their performance records in similar projects (cultural and assembly facilities) that include art museums of a certain scale or larger. The steering committee will first nominate 2 or 3 architects, then select additional 2 or 3 individuals from those who submitted RFQs, resulting in a total of 5 nominees.
